It is our hope that you will be able to use this website to find the information you need to make informed decisions about your interactions with the Village of Carol Stream. The Village is governed by a Mayor and six Trustees elected at large. A professional Village Manager appointed by the Mayor with the concurrence of the Board of Trustees manages the day to day operations of the Village. The Mayor and Village Board of Trustees encourage residents to attend its regularly scheduled meetings on the 1st & 3rd Monday of each month at 7:30 pm at the Gregory J. Bielawski Municipal Center located at 500 N. Gary Ave. During each meeting, residents and the general public are provided an opportunity to share issues and concerns directly with the Village Board during the Listening Post segment of the meeting. We encourage residents to get to know their elected and appointed officials by attending a Village Board meeting, which is also a good way to get to know your new community and become familiar community issues. All regularly scheduled Village Board meetings are rebroadcast on Comcast Cable Television public access channel 6 or AT&T U-Verse public access channel 99 on Monday, Wednesday, Friday at Noon, 4pm, 6pm, & 10pm.

Emerald Ash Borer (EAB) Update
The Emerald Ash Borer (EAB), Agrilus planipennis Fairmaire (Coleoptera:Buprestidae), which is native to Asia, is a bright green beetle, no larger than a penny. First discovered in Michigan in 2002, it has since been responsible for the death and decline of millions of ash trees in the Midwestern United States.

Village Comprehensive Plan
Staff has been working with the Chicago Metropolitan Agency for Planning (CMAP) for the past two years on an update to the Village Comprehensive Plan, with a draft of the final version of the Plan ready for review before the Plan Commission. A public hearing has been scheduled before the Plan Commission on Monday, May 9, 2016 at 7:00 pm in the Board Room. Click on the link below to review the Draft Plan.
Vehicle Registration Begins Monday, May 2nd
The Village will begin registering motorized vehicles owned and operated by Village residents and local businesses on Monday, May 2nd. Vehicle owners can register their vehicle(s) in person with the Village Receptionist in the Bielawski Municipal Center during regular business hours of 8 am – 5 pm. For added convenience, residents and businesses owners can register their vehicle(s) AFTER HOURS with the Police Records Bureau after 5 pm during the business week and around the clock on Saturdays and Sundays. Vehicle owners are asked to bring the pre-printed license application form(s) they received in the mail from the Village to registration. The Carol Stream Village Hall and Police Department is located at 500 North Gary Avenue.The Village Hall is open M-F 8 - 5 and closed on Weekends. The Police Department is open 24 hours, 7 days a week. For emergencies, please call 911. For more information see our Departments pages
