Frequently Asked Questions 

The following are some frequently asked questions you may have about living in the Village of Carol Stream:

 

 

 
The Police Department is open 24 hours a day, seven days a week, 365 days a year. We are never closed, even on holidays.
 
The Police Department is located in the Village Hall at 500 N. Gary Ave. on the southwest corner of Hiawatha and Gary Ave. 'Click' for Village Hall Directions.
 
Whenever assistance is needed for any reason, emergency or non-emergency, CALL 911. Calling  911 is the only way to dispatch an officer or CST.

All calls for police officers are handled on a priority basis. Calls requiring a police officer to make a report on a previous crime will have less precedence than crimes in progress where life and property are in serious danger. Due to high call loads during certain times of the week and day, you might be slightly inconvenienced until a police officer becomes available to take your call.

Are vehicle stickers required by the Village?
 
Vehicle stickers are required by the Village. They are sold year round and required for all motorized vehicles that are housed in the Village. A new resident has 30 days after moving into the Village to purchase a vehicle sticker. A vehicle sticker is valid from July 1st through June 30th the following year.
 
"(A) It shall be unlawful for any person within the village to own, use or possess any vehicle, unless such vehicle is licensed as hereinafter provided or unless such vehicle shall be licensed under the ordinances of another municipality. A vehicle shall be allowed to be licensed under the ordinances of another municipality until the license from that other municipality expires, but in no case more than a period of one year. After such period, the vehicle shall become subject to the provisions of this article."

Overnight parking on Village streets is prohibited from 2 am to 5 am. However, you can park overnight on the street three days per month per residential address. Please call 630-871-6213 to be put on the “Overnight Parking List”.

 
You can park on the street for a week to ten days. Be sure you only park where parking is permitted or you will receive a ticket. Call 630-871-6213 for permission to park overnight.

It is unlawful for any person to park a motor vehicle or, if parked, to allow a motor vehicle to remain parked or standing in any public street during or after a snowfall in which there is an accumulation of two (2) inches of snow or more. Violation of this ordinance may result in the removal of the vehicle at the owner’s expense.
Can I Park my vehicle over the sidewalk?
 
No, it blocks people from walking. Residents use the sidewalks for safety. It is not a roadway. See Village Ordinance Section 8-2-18 for more information.
 
 
Many people do not lock their cars, feeling that it is a very safe community. Carol Stream is an exceptionally safe community, however, many times we find car burglars who will go from car to car and enter the unlocked cars. Many times people leave money and valuables in the car. Please remove anything of value when your car is unattended.
 

Can I call the police department for information on laws?

Officers are usually on the street and clerks cannot give advice. If you have legal questions or need assistance, call 911 or come into the station and request officer assistance. An officer will be dispatched to the station or your home to speak with you.

How can I get my fingerprints taken?

The Carol Stream Police Department provides fingerprinting services for a variety of reasons, including:

employment (bank securities, any homeland security clearance)

adoption 
·   
carnival workers
·   
School District 93 workers

We do not provide fingerprint service for immigration purposes.

How do I get a police/accident report?

Come into the station and pay $5 for an accident report or send a check for $5 made payable to the Village of Carol Stream . Copies of some police reports can be given out at a cost of $2/page. The report must be closed and no arrest, the requestor must be named in the report and present a photo ID. Arrest reports are Freedom of Information (FOIA) request only. Juvenile reports are never given out.

Can I get a car seat installed or have a car seat checked to make sure it is installed correctly?

Does Carol Stream have a curfew? What are the hours?

It is the same as the State curfew. For persons under 17 yoa, there is a curfew from 12:01 am to 6:00 am on Friday and Saturday. Sunday through Thursday inclusive the curfew is from 11:01 pm to 6:00 am.

How do I pay an Ordinance ticket?

You may pay it through the mail, drop it off in the Village’s drop box in the parking lot, pay it in person at the Village Hall or after hours at the police department. Make checks payable to the Village of Carol Stream .

How do I contest an Ordinance ticket?

You may fill out an ‘Ordinance Review Form’ that will be reviewed by the officer, his supervisor and police administration. Click on this link to print the Ordinance Review Form.  A decision will be mailed to you within ten days of the submission of the form. You may also come into the police department and request a court date.

How do I pay a State ticket?

State tickets may be paid in person at the DuPage County Clerk’s Office, by mail or on line at - https://www.dupagecase.com/Clerk/.

To pay the ticket by mail, follow the detailed instructions on the envelope you received when you received the ticket and pay the ticket accordingly.  Mail the ticket and your check to 505 County Farm Rd. , Wheaton , IL 60188.

I recently bought my child a motorized skateboard. Are they allowed to drive them in the street?

No, motorized skateboards are not allowed on any Carol Stream streets or public sidewalks.

Who do I contact to become a police officer?

Police officer testing is done when the eligibility list is about to expire. The next testing will be done during the summer of 2010 or when the current eligibility list is exhausted. A candidate must have a high school diploma. For more information, please contact the Employee Relations Department at (630) 871-6240.
