  • The Carol Stream Public Library functions under the Local Library Act; it has its own elected Trustees tasked with maintaining operations. The Carol Stream Public Library does not have taxing authority. The Library must present its requests for funding to the Village of Carol Stream’s Board who enacts the property tax levy on the Library’s behalf. This means that funding requests for a building renovation, such as a property tax, must be approved by the Village of Carol Stream Board.

    On January 16th the Village Board, in a joint meeting with the Carol Stream Public Library Board of Trustees, discussed the proposed renovation of the library. The Library presented a master space plan, library usage data, and several proposals on how to fund the project. The Library and the Village will continue discussions on funding mechanisms for the renovation. To learn more about the project you can attend one of the scheduled forums on February 18th or March 25th at the Carol Stream Library.
