    In general, all work associated with a permitted construction project must be completely finished before the Village will issue a Certificate of Occupancy or Certificate of Completion. The Village recognizes, however, that circumstances may arise that make it difficult or impractical to complete certain required work. These circumstances are usually weather-related and only affect exterior improvements. In the event that weather-dependent work remains incomplete, that such work does not involve health or life safety issues, and that the building and property is otherwise deemed ready for occupancy, the Village may accept a performance guarantee in the form of a cash deposit, following the procedures outlined below:

    1.    The applicant must submit the following items:

    • A letter indicating the address for which the request for a performance guarantee is being submitted, the scope of incomplete work requiring a performance guarantee, and the intended completion schedule for all incomplete work;
    • The cost estimate for the required but as yet incomplete work, provided by the contractor,  architect or landscape architect;
    • A copy of the approved plans showing the required but as yet incomplete work for which the performance guarantee will be submitted; and
    • The Performance Guarantee application fee of $80.00.

    2.    The Community Development Department will review the submitted information. If the information is found to be complete and acceptable, the Village will so notify the applicant. If there are deficiencies with the information submitted, the Village will notify the applicant of the additional/revised information that is needed.

    3.    Once the submitted information has been reviewed and accepted, the Village will advise the applicant that a cash deposit in the amount of 125% of the approved cost estimate must be submitted. The applicant should submit a check payable to the Village of Carol Stream for the required amount. A receipt of the amount paid will be prepared by the Cashier’s office.

    4.    Once the Community Development Department is provided with a receipt showing that the required funds have been deposited, and provided that there are no other deficiencies or outstanding issues regarding the construction project, the Community Development Department will issue the Certificate of Occupancy or Certificate of Completion.

    5.    The applicant should notify the Community Development Department once the work for which the performance guarantee was submitted has been completed. Community Development Department staff will inspect the premises to verify that the required work has been properly completed. Once the inspection has been approved, the Community Development Department will arrange for a refund of the cash deposit. It is the applicant’s responsibility to make sure that the Community Development Department has the correct name and address to which the refund should be sent.
