    In 1959, its founder and original developer Jay Stream incorporated the Village of Carol Stream.  Jay Stream envisioned Carol Stream as community comprised of residential homes in the west sector mixed with light industrial business and industries in the east sector.  Since its incorporation 50 years ago, the Village has continued to grow and prosper each year. Today, the Holiday Inn North & GaryVillage is home to over 900 businesses and industries and approximately 40,750 residents living in 14,350 dwelling units. Because of a strong industrial and commercial base, the Village has been able to offer its residents a full array of municipal services without levying a local property tax. Carol Stream offers its residents modern schools, a large modern park system, a recently expanded full-service library and a community of churches serving many religious denominations. The Village has recently expanded its water and wastewater utilities to meet projected future customer demand for these essential Village services.

     

    The official Village Board of Trustees and Plan Commission/Zoning Board of Appeals Agendas, including any reports, plans, minutes, attachments, etc., are located  at the Carol Stream Village Hall.

    Village Board Agendas and Minutes

     

    The Village Board meets every first and third Monday of the month at 7:30 pm, or the Tuesday following a holiday, where applicable.

    Plan Commission Agendas

     

    The Village Plan Commission and Zoning Board of Appeals meets every fourth Monday of the month at 7:00 pm, or the Tuesday following a holiday, where applicable.

    Police Pension Board

      The Police Pension Board holds regular meetings on a quarterly basis in the months of January, April, July and October and Special meetings on an as-needed basis.

    Board of Fire and Police

     

    The Legislative Board is comprised of the elected Mayor and six Trustees of the Village of Carol Stream. The Board makes policy decisions necessary to maintain and enhance the health, safety and welfare of citizens and visitors to Carol Stream.
