EMPLOYEE RELATIONS DEPARTMENT
The Employee Relations Department provides Human Resource
Management support to all Village departments. Primary functions
include the recruitment, selection, training and retention of
quality employees, as well as the Village-wide compensation and
benefit programs, collective bargaining, administration of the
pay for performance system, Employee Assistance Program (EAP),
coordination of COBRA administration, assisting employees with
flexible spending accounts, new employee orientation, personnel
policy development, assisting supervisory staff with day to day
employee issues and employee recognition programs. Assistance
also is provided to the Board of Fire and Police Commissioners
relating to recruitment, promotions and other personnel issues
impacting sworn police personnel.
This department monitors Village personnel practices to
insure compliance with the ever changing provisions of labor and
employment laws, including the Fair Labor Standards Act, Equal
Opportunity Legislation, Immigration Reform and Control Act,
Wage and Hour Laws, Americans with Disabilities Act, the Family
& Medical Leave Act, Occupational Safety and Health laws, the
Illinois State Labor Relations Act, the Consolidated Omnibus
Budget Reconciliation Act, the Spousal Health Insurance Rights
Act and the new U. S. Department of Transportation mandated
drug/alcohol testing program.
