The Water Reclamation Center (WRC) operates under a permit issued by the Illinois and United States Environmental Protection Agencies. The treatment of municipal wastewater is regulated by the Clean Water Act and the National Industrial Pre-treatment provisions.

The Village owns the Water Reclamation Center (WRC) and contracts for operation of the facility with Jacobs Engineering (formerly CH2M/OMI). Jacobs Engineering provides trained and licensed employees to operate the plant in accordance with a permit issued by the Illinois Environmental Protection Agency (IEPA). Each year the treatment facility is subject to an IEPA physical inspection of facilities and records.
The plant has a permitted daily average flow of 6.5 MGD and a daily maximum flow of 13.0 MGD. Current daily average flow is approximately 5.5 MGD. The most recent 5-year IEPA permit was issued in October 2015. The IEPA is considering stricter limits in the next permit cycles for contaminants such as phosphorous, nitrogen and copper. These new limits, if enacted, could require significant capital investment in the treatment facility.
