The Department’s six general areas of operation provide vital services to Carol Stream residents:
The Administration Program entails the management of the Department's operating budget as well as the Capital Improvement Program (CIP). Maintains computerized maps, atlases, and related documents of the Village's infrastructure. Also included is conducting traffic control analysis of regulatory and parking restrictions signage and the issuance of overweight and oversize vehicle permits for Village streets.
The Plan Review Program comprises the review of all subdivision plats, easements, annexation agreements, building and accessory permits, right of way permits and final engineering plans for residential, commercial and industrial developments.
The Daily Inspection Program consists of performing site inspections of private development to ensure work conforms to minimum standards as set forth in the Code of Ordinances.
The Design & Construction Program involves the planning, design, inspection and construction administration of various infrastructure projects undertaken by the Village for roads, bridges, parking lots, flood control facilities, sidewalks, bike paths, landscaping, streetlights, traffic control devices and other amenities.
The Water & Sewer Program includes the Department’s engineering assistance for the maintenance and reconstruction of the Village’s sanitary sewer and water main system and for conducting plan reviews and inspections of these public improvements.
The Stormwater Management Program encompasses administering Stormwater Ordinance and our Stormwater Management Program including education, public involvement, construction site runoff control, pollution prevention, good house keeping, post construction runoff control and illicit discharge detection and elimination. Floodplain and floodway map determinations are also performed based on the latest regulatory maps as well as providing assistance to residents with stormwater drainage and flooding problems.
