Village Clerk Referendum Explained

The Carol Stream Village Clerk is a non-voting position that handles administrative ministerial duties. These duties include:  Calling roll at Board Meetings and overseeing the preparation of Village Board minutes, attesting to signatures on various Village documents, maintaining Village records, overseeing responses to Freedom of Information Requests and providing documents and accepting petitions for local municipal elections. After an unexpected vacancy, the responsibilities of the Village Clerk were managed by existing staff. The transition to administrative staff handling these responsibilities motivated this referendum. The budget effects are expected to be negligible regardless of process.  

Referendum Question

Shall the Village Clerk of the Village of Carol Stream be appointed by the Mayor with the advice and consent of the Board of Trustees rather than be elected? 

 Elected: Pro

 Appointed: Pro

  •  Voters select Village Clerk.
  • Accountable to voters only, can be voted out of office at subsequent election.
  • Campaigns for voter input. 
  • Village Clerk selected by Mayor with advice and consent of Trustees based on qualifications for position. 
  • Higher number of candidates for position.
  • Subject to performance review and continual accountability outside of elections by Mayor and Trustees.

 Elected: Con

 Appointed: Con

  • No qualification requirements for position. 
  • Performance cannot be supervised except through election process. 
  • Selection limited to those candidates who chose to run for position. 
  • Not subject to a criminal background check.
  • No voter say in selection for position. 
  • Voters do not supervise performance through election process. 
  • Position cannot be voted out and any termination must be by Mayor with consent of Trustees.
