Governor's New Order

Post Date:10/20/2020 5:33 PM

The Governor recently announced the activation of the State’s mitigation plan for Region 8 (DuPage and Kane County). The plan becomes effective on October 23 due to 3 consecutive days of an average test positivity rate at or above 8%. The following will take effect on Friday, October 23:

  • Bars and restaurants must be closed by 11:00 p.m. and may not reopen earlier than 6:00 a.m. the following day.
  • Bars and restaurants can serve patrons at tables with outdoor seating only, all tables should be placed six feet apart. No seating of multiple parties at one table. No indoor service or seating is allowed.
  • No ordering, seating or congregating at the bar is allowed and it is recommended that bar stools be removed. No indoor service or seating is allowed.
  • Reservations for all groups are required.
  • No standing or congregating indoors or outdoors while waiting for a table or exiting the premises.
  • Meetings, social events and gatherings are limited to the lesser of 25 people or 25% of overall room capacity. (This restriction modifies the previous limitation of the lesser of 50 people or 50% of overall room capacity.)
  • No party buses are allowed.
  • Gaming locations and casinos must be closed by 11:00 p.m. and are limited to 25% capacity, and must follow mitigations for bars and restaurants, if applicable.

The Illinois Department of Health will track the positivity of Region 8 to determine whether additional changes are required. The positivity rate must average less than 6.5% over a 3-day period to return to Phase 4 (status quo). The latest regional metrics can be found here: https://dph.illinois.gov/regionmetrics

The Village continues to remind residents and businesses to abide by the health guidelines issued by the CDC and IDPH. Continue to wear masks, practice physical distancing, and practice proper hand hygiene. We lowered the curve once and together, we can do so again.

For any complaints about masking or other COVID-19 related issues please submit at https://eco.dupagehealth.org/#/subm0/1.

For any Carol Stream business that needs assistance with operating safely or understanding the guidelines please email at covid19business@dupagehealth.org.
