After 40 years of dedicated public service and 39 years of service to the Village of Carol Stream, Village Manager Robert “Bob” Mellor has announced his retirement, effective November 10, 2023. Bob began his career with the Village of Carol Stream as an Administrative Assistant in 1984. He was soon promoted to Assistant to the Village Manager in 1986, and then worked his way up to Assistant Village Manager in 1989 and was appointed as Village Manager in 2018 following the retirement of Joseph Breinig.

Among his chief accomplishments, Bob has guided the Village through its high-growth industrial and commercial development period in the 1990’s, navigated the Village through periods of economic downturn, such as the 2008 recession and the COVID-19 pandemic, and oversaw the construction of the renovated municipal center. During Bob’s tenure with the Village, Carol Stream has grown from a population of 15,472 to 39,854, and the Village continues to exemplify financial stability by maintaining its debt-free status with stable revenues. Bob has worked with three mayors, two village managers, and many trustees and colleagues along the way.

Bob announced his decision to retire at the October 16 Village Board meeting. “After long deliberation and discussions with my wife and family and having served over four decades in public service, 39 of those spent with the Village of Carol Stream, I announced my decision to Mayor Saverino and the Village Board to retire.” In his announcement, Mellor noted, “I am truly grateful to Mayor Saverino and the Village Board for extending me the opportunity to serve the Carol Stream community as Village Manager and to the extremely dedicated team of professional staff who worked together to make Carol Stream a great place to live, work, worship, and raise a family.” Bob will be honored at the November 6 Village Board meeting with a resolution commending him on his years of service and dedication to the Village of Carol Stream.

The Village Board has selected current Chief of Police William Holmer as Carol Stream’s next Village Manager. Holmer will be appointed as Village Manager at the November 6 Village Board meeting.
