The Village of Carol Stream is sharing the below press release on behalf of the Metropolitan Emergency Response and Investigations Team (M.E.R.I.T) Public Integrity Team.
Body-Worn Camera Released in Ongoing Officer-Involved Shooting Investigation
The Metropolitan Emergency Response and Investigations Team (M.E.R.I.T) Public Integrity Team was activated in response to a shooting involving Carol Stream police officers that resulted in the death of Isaac Goodlow III. The incident occurred in an apartment located at 260 E. St. Charles Road, Carol Stream, Illinois, at approximately 5:11 a.m. on Feb. 3, 2024.
The Public Integrity Team conducts a procedural, unbiased, transparent, and independent investigation into officers’ actions resulting in the death of any individual. Every investigation is conducted in accordance with the Illinois Police and Community Relations Improvement Act. Each investigation is unique and can take considerable time to complete. Once an investigation is completed, it is tendered to the DuPage County State’s Attorney’s Office to be reviewed for any potential criminal charges.
Mr. Goodlow’s family and the Carol Stream Police Department have both expressed a desire for the public release of video from the officers’ body-worn cameras. The release of video provides transparency to the community and helps gain an understanding of the events leading up to Mr. Goodlow’s death. Once it was determined the release of video would not impede the Public Integrity Team’s investigation, the DuPage County State’s Attorney’s Office authorized the release, with statutorily required redactions, of all officers’ body-worn camera video from just prior to the officers’ entry into the apartment through the rendering of first aid to Mr. Goodlow. The Law Enforcement Officer-Worn Body Camera Act and Freedom of Information Act require the redaction of certain audio or visual elements – including faces, names, or other personally identifying information – from publicly released videos. Other than the required redactions, the Public Integrity Team has confirmed the videos are continuous and have not been materially altered or edited. Mr. Goodlow’s family and their attorney were afforded the opportunity to review the video prior to public release.
The Carol Stream Police Department has remained a neutral party throughout this investigation and its involved officers have cooperated with the Public Integrity Team. The investigation into the officer-involved death of Mr. Goodlow remains active and has included the processing of potential evidence as well as interviews with all involved officers and witnesses. For the Public Integrity Team to reach a conclusion in this investigation, they will need to examine all physical and digital evidence from this case, including firearm ballistics, DNA, latent fingerprints, trace chemistry, pathology, and toxicology. Once this investigation is complete, the full report will be turned over to the DuPage County State’s Attorney’s Office for their review.
