The Village of Carol Stream is proud to recognize and commend Bill Cleveland, Director of Engineering Services, for his 34 years of dedicated service to the Village of Carol Stream. Cleveland began his career in Aurora as an engineering technician, and joined the Carol Stream team as an assistant village engineer in 1990. He participated in a complete street-by-street reconstruction of the original Carol Stream between 1993 – 1998, and has subsequently led many infrastructure projects and expansions that stabilized the stream banks and reduced flooding. Promoted to the position of Director of Engineering Services in 2019, Director Cleveland helped successfully guide the village and his department through the COVID 19 pandemic and its many logistical and economic challenges. Throughout his tenure, he has successfully overseen many capital improvement projects involving roads, bridges, sanitary sewers, water mains, stormwater management facilities, bike paths and trails. Director Cleveland has exemplified professionalism, leadership, and service.

After more than 34 years of dedicated public service to the village of Carol Stream, Cleveland has been instrumental in making the town what it is today. Please join Mayor Frank Saverino Sr., the board of trustees, and village staff in thanking Bill Cleveland for his excellent service to the community and in extending congratulations on his upcoming retirement on January 3, 2025.  We wish Bill and his family the best in their future endeavors.
