Spring is a popular time for home and property improvement projects, but before you start, check if your project requires a building permit. Many common improvements—such as decks, fences, lawn irrigation systems, and driveway replacements—need approval from the Village’s Community Development Department.

Projects That Require a Permit

Here are some examples of projects (partial list) that require a building permit:

✔ Structural & Additions: Room additions, porches, decks, gazebos, sheds, garages, finished basements
✔ Mechanical & Electrical: Central air conditioners, furnaces, water heaters, residential generators, electrical work
✔ Exterior & Outdoor: Fences, driveways, patios, sidewalks (over 4 feet wide), flagpoles
✔ Water-Related: Lawn irrigation systems, swimming pools
✔ Fire & Safety: Fireplaces

Why Are Permits Required?

Building permits help ensure that projects meet safety standards and comply with Village codes. They also provide a record of approved work, which can be important when selling a home. Buyers often check whether permits were issued for existing structures on a property.

Starting work without a required permit can result in increased fees and possible fines. Be sure to decide early on whether you or your contractor will apply for the permit. Once issued, the permit must be posted in a visible location, such as a front window or entrance door.

Permit applications and helpful guides for common projects are available on the Village website at www.carolstream.org. Navigate to Departments > Community Development > Building Permits and select Residential Permits.
