Following a public hearing on April 7, 2025, the Village Board approved a budget for the new fiscal year (FY26) which began on May 1. The approved budget was reviewed over a series of four (4) public workshop meetings during February and March.
The Village’s General Fund is in balance and provides most of the day-to-day services provided to the community including police protection, public works activities including roadway maintenance, snow removal, parkway tree maintenance, and right-of-way maintenance, permit review and code enforcement, financial management and various other administrative activities.
Total property taxes paid to the Village to support General Fund operations in the new fiscal year will not increase. The Village property tax has not been increased in five (5) consecutive years. The largest source of revenue supporting Village operations comes from sales taxes, so please remember to shop and dine in Carol Stream!
The Village owns and operates a Water and Sewer Utility which provides for the purchase and delivery of Lake Michigan water and the collection and treatment of sanitary sewage at the Wastewater Reclamation Center. Costs for the operation and maintenance of these systems are paid from user charges on monthly water/sewer bills.
Effective May 1, 2025, water and sewer rates were increased by 5% to account for a 3.9% increase in the Village’s cost to purchase its supply of Lake Michigan water from the DuPage Water Commission and to prepare for significant investment in capital replacement at the Wastewater Reclamation Center. Carol Stream’s rates continue to be among the lowest in DuPage County.
In addition to providing for day-to-day community services, the Village maintains a long-term Capital Improvement Program (CIP) that focuses on continued investment in the maintenance and rehabilitation of its infrastructure assets including roadways, bike paths, sidewalks, stormwater systems and public facilities. The CIP is fully funded over its five (5) year planning horizon. Unlike most local governments, the Village has been able to finance these improvements without the need to incur debt, ensuring residents are able to enjoy premium public amenities at an economical cost.
