NEW ORDINANCE ALERT – E-Bike & E-Scooter Regulations
The Village of Carol Stream has enacted Ordinance §8-7-1, establishing new rules for the operation of electric bicycles and scooters to keep our streets safe for everyone.
What You Need to Know:
E-Bike Rules:
- May not operate on any sidewalk or path within the Village
- May operate on public roads with a speed limit of 35 mph or less or on private property with the permission of the property owner
- Minimum age: 16 years old
- Must have a valid Driver’s License
- All electric bicycles shall be required to act in compliance with and obey all provisions of the Illinois Vehicle Code applicable to bicycles
E-Scooter Rules:
- May not operate on any sidewalk or path within the Village
- May operate on public roads with a speed limit of 35 mph or less
- Minimum age: 18 years old
- Must have a valid Driver’s License
- All electric scooters shall be required to act in compliance with and obey all provisions of the Illinois Vehicle Code applicable to bicycles and electric bicycles
⚠ Parents Take Note: Parents or guardians can be cited for violations committed by their juvenile children when operating these devices within the Village.
Enforcement & Education:
In the coming weeks, Carol Stream Police will be conducting a pro-active educational campaign. This includes:
- Warnings in lieu of citations for first-time offenses (when appropriate)
- Distribution of educational materials to riders and parents
- Engagement with the community to ensure everyone understands the new law
