As winter weather continues to impact our community, the Village of Carol Stream is committed to keeping roadways safe and passable for residents, school buses, and emergency vehicles. To help keep our roadways safe, the Village adopted some snow-removal guidelines that everyone can follow. Residents are encouraged to familiarize themselves with the guidelines below to support safe travel for everyone this winter season.
Village of Carol Stream Winter Operations & Snow Removal
Sidewalks
The Village does not plow sidewalks, including those located near schools. Property owners are strongly encouraged to clear the sidewalks adjacent to their property to assist safe pedestrian access for neighbors, students, and delivery services. During final cleanup operations, Public Works crews will push back snow at corners to widen the roadway. This process can temporarily create snow mounds near crosswalks, which crews will address as conditions allow.
Post-Storm Cleanup Operations
After the snow stops, Public Works crews transition into cleanup mode, which includes completing curb-to-curb passes to open the full width of the roadway. All Village streets are generally cleared within 4 to 6 hours after a storm ends. During this time, while residents may be out clearing their driveways, plows may still be operating in the neighborhood. As a result, some snow may be discharged back toward the end of driveways as crews work to fully clear and widen the street.
On-Street Parking Reminder
Per Village ordinance, parking on public streets is not permitted following a snowfall of 1 inch or more. Public Works and Police personnel work together to ensure plows can make complete passes to keep roadways open curb-to-curb.
Street Plowing Status
The Village will plow all streets, including those within new developments that may still be under public improvement review. If a roadway is used by residents and emergency vehicles, it will be cleared.
Fire Hydrant Access
Residents are encouraged to assist the Fire Protection District by clearing snow away from fire hydrants located near their homes. Visible and accessible hydrants help ensure timely response during emergencies.
Garbage Containers
On collection days, please place garbage and recycling containers in the driveway rather than in the street or close to the curb line. Containers placed too close to the roadway may be struck by plows or snow coming off the blade. The Village will not reimburse residents for damage to garbage containers placed too close to the street.
Snow Placement Prohibited: Village ordinance prohibits pushing, blowing, or shoveling snow into the street while clearing driveways or sidewalks. Doing so can create hazardous conditions and interfere with plowing operations.
