Learn about Carol Stream’s Plan Commission/Zoning Board of Appeals

 The Plan Commission/Zoning Board of Appeals (PC/ZBA) plays a key role in shaping the growth and development of Carol Stream. This advisory body is made up of seven village residents appointed by the Mayor and confirmed by the Village Board of Trustees. The PC/ZBA meets as needed on the second and fourth Mondays of each month at 6:00 p.m. at the Carol Stream Village Hall, to consider development proposals and zoning-related requests from residents, businesses, and developers.

The PC/ZBA conducts public hearings as required by Illinois law and Village code to review applications for variations, special use permits, zoning text or map amendments, and subdivisions. Community Development Department staff present the case to the PC/ZBA, providing technical analysis and the staff recommendation based on the Village’s standards. During these hearings, applicants present their proposals, and members of the public have the opportunity to offer comments. After discussion, the PC/ZBA makes its recommendation which is forwarded to the Village Board of Trustees. The Board then renders the final decision on the application, whether to approve, modify, or deny the application.

In essence, the PC/ZBA serves as a community review and recommendation body. It helps ensure development and land use decisions align with Carol Stream’s zoning regulations and comprehensive planning goals, while providing transparency and an opportunity for public input before the Village Board makes the final decision.
