Property Sale - Change in Ownership

The Village will automatically establish a new resident’s water account upon their new home’s transfer of ownership based on the final water meter reading obtained at that time.  New owner information is obtained from the real estate transfer tax declaration form and underlying real estate contract documenting the sale.  The new owner should receive their first bill no later than two months from the date of closing, depending on when the closing took place in relation to the Village's billing cycle.  New owners can contact Water Billing staff at 630-871-6222 to confirm the establishment of their water account in the event they do not receive a bill. 

Rental Property - New Tenant

Property owners who rent their property must notify the Village by completing a Water Service Agreement each time there is a change in the renter/tenant.  This agreement allows the Village to establish billing directly to the renter at the service address.  A duplicate copy of monthly water bills will be mailed to the owner/landlord for their information.  This should take place immediately upon the renter taking possession of the property.

In addition to completing a Water Service Agreement, all property owners who engage in rental activity within Carol Stream are required to register with the Police Department pursuant to the Village's Crime Free Multi-Housing Program.  Find out more about this program HERE.
