Monthly Water and Sewer Bills 

The Village bills all Carol Stream water and sewer accounts on a monthly basis.  Bills are dated on the last day of each month and represent water consumption for the previous month.  For example, a bill dated May 31st (received by the customer in early June) represents water consumed during the month of April.  The water consumption billed each month is the difference between water meter readings that are obtained each month, roughly on a 30 day cycle.  The number of days in each monthly billing cycle may vary by a few days more or less than 30 days depending on when the Village was able to collect a water meter reading.

The Village's Finance Department is responsible for billing of water and sewer services.  Questions concerning your bill can be directed to water billing staff at 630-871-6222.

Water and Sewer Rate Adjustment

In order to fund critical infrastructure improvements that ensure long-term service reliability and to help offset the DuPage Water Commission’s 3.9% water rate increase, the Village of Carol Stream will implement a 5% rate adjustment beginning May 1, 2025.

New Rates (effective on June 30 water bills):
💧 Water: $9.54 per 1,000 gallons
💧 Sewer: $5.15 per 1,000 gallons
💧 Estimated Monthly Increase: $3.50 for a household using 5,000 gallons of water

Even with this change, Carol Stream’s water rates remain among the lowest in DuPage County.

Rates for unincorporated properties that are connected to Village water and/or sewer systems are billed at 150% of the applicable in-town rates.

  • Are there any minimum monthly charges or base fees?

    No.  Carol Stream is rather unique when compared to other municipal water and sewer utilities in that there are no monthly minimum charges or base fees applied.  You only pay for what you use each month.
  • How do Carol Stream sewer rates compare to other communities?

    Carol Stream sewer rates are among the lowest of all DuPage Water Commission member communities that own and maintain a sanitary sewer collection system and operate wastewater treatment facilities within the community.  The graphic below illustrates the projected monthly sewer bill for a customer using 5,000 gallons of water each month as of May, 2025.

     

  • How do Carol Stream water rates compare to other communities?

    Carol Stream purchases its supply of Lake Michigan water through its membership in the DuPage Water Commission (DWC).  Carol Stream water rates are among the lowest of all DWC member communities.  The graphic below illustrates the projected monthly water bill for a customer using 5,000 gallons of water each month as of May, 2025. Water Rate Graph - FY26


  • I have a swimming pool. Do I have to pay sewer charges on water I use to fill my pool?

    Yes.  The Village water and sanitary sewer systems are set up as a combined system under the Municipal Code.  Sewer charges are assessed at a rate per 1,000 gallons of water consumed.  Whether eventually drained into sanitary sewer, storm sewer or over ground, the chemically treated water will eventually return to the water table via wastewater treatment plant or diverted to local streams.  The Village is highly regulated by the U.S. and Illinois EPA with respect to maintenance of water quality standards.  Thus it is appropriate that sewer charges apply to water used to fill swimming pools.  Additionally, were sewer charges not assessed, water used to fill pools would need to be separately metered from household water, which is neither practical or economical. 
  • Why can't you process my payment over the phone?

    For the protection of card holders, the Village does not collect or store any credit card information of any customers.  The Village offers a secure on-line payment portal for water bills through its Green-Pay program.  Because a safe and no additional cost option is available to customers, the Village has chosen not to accept the higher processing fees and greater risk of credit card fraud associated with "card not present" transactions.
