Effective January 1, 2025, Public Act 103-0976 requires municipalities to provide written notice to the public at least 24 hours before pesticide application on public rights-of-way.
The Village of Carol Stream is providing this advance notice to inform residents that a Certified Applicator will be applying herbicides at the locations listed below. These applications are part of our regular maintenance efforts to control unwanted broadleaf weeds, such as dandelions to maintain the appearance of public areas.
TruGreen Application Schedule:
TruGreen will apply herbicides during the daytime hours and will clearly mark all treated areas with visible flags immediately following the application. Residents are asked to avoid contact with flagged areas until the treatment has dried and the flags have been removed.

ComEd Application Schedule:
ComEd will be performing vegetation management within transmission rights-of-way in and around Carol Stream in November to maintain electrical reliability and prevent vegetation from contacting utility equipment. Qualified contractors will complete the work under the supervision of ComEd personnel, and may include selective herbicide application by state-licensed applicators.
As required under Public Act 103-0976, ComEd has notified affected property owners with information on the planned work, how to request dispute-resolution details, and how to appeal through ComEd or the Illinois Commerce Commission (ICC).
