The Village owns the Water Reclamation Center (WRC) and contracts for the operation of the facility with Jacobs Engineering (formerly CH2M/OMI). Jacobs Engineering provides trained and licensed employees to operate the plant in accordance with a permit issued by the Illinois Environmental Protection Agency (IEPA).  Each year, the treatment facility is subject to an IEPA physical inspection of facilities and records.

The plant has a permitted daily average flow of 6.5 MGD and a daily maximum flow of 13.0 MGD.  Current daily average flow is approximately 4.0 MGD.  The most recent 5-year IEPA permit was issued in May 2022.  The IEPA is considering stricter limits in the next permit cycles for contaminants such as phosphorus, nitrogen, and copper.  These new limits, if enacted, could require significant capital investment in the treatment facility.

The WRC operates under a permit issued by the Illinois and United States Environmental Protection Agencies. The Clean Water Act and the National Industrial Pretreatment provisions regulate municipal wastewater treatment.

The Village of Carol Stream (CSWRC) is required by its permit to participate in the DuPage River Salt Creek Workgroup (DRSCW) to improve water quality in the DuPage River and Salt Creek watersheds. This includes reducing phosphorus levels, improving dissolved oxygen (DO), and addressing other water quality issues.
