What is the Sidewalk Survey and Replacement Program?

• The Public Works Department maintains all Village-owned sidewalks through an ongoing survey and repair program. Every year, two work zones, or approximately 1/3 of the Village, are walked and inspected, square by square, to identify any potential tripping hazards.
• Workers use a specific set of criteria for rating sidewalk trip hazards, developed in concert with the Village’s insurance carrier, to assess vertical displacements, horizontal cracks and spalling (loss of the smooth concrete topcoat). Based upon the observations, determinations are made to remedy these issues via patching or replacing. Driveway aprons, however, are the responsibility of the homeowner.

Will the Village pay for the replacement of my sidewalk and curb if I replace my driveway?

• Residents replacing their private driveway may be eligible for a Village subsidy to replace the sidewalk squares, between the main driveway and apron, and the adjacent curb. Some residents may choose to replace the sidewalk and curb for aesthetic purposes, for example; however, there is no requirement to do so during the driveway work. Reimbursements may be authorized if the sidewalk and/or curb meet the Village's replacement criteria (see the "What is the Sidewalk Survey and Replacement Program?" question above for more details on these standards.).
• Prior to any driveway, sidewalk, or curb work, residents are required to apply for and receive a permit from the Community Development Department.
• To be eligible for this subsidy, residents are responsible for all labor, up-front costs, and following the below guidelines.
  • SUBSIDY GUIDELINES:
    1. Contact Public Works at 630-871-6260 to begin the subsidy application process BEFORE commencing your project.
    2. The Village will inspect your sidewalk and/or curb, identify whether the replacement criteria is met, and notify you of the decision.
    3. If the criteria is met and you choose to replace the sidewalk squares and/or curb, you are required to submit all requested final receipts and documents at the conclusion of the project. The Village will inspect the work at that time to ensure proper construction.  
    4. Once the inspection is passed, Public Works will reimburse the property owner up to half of the replacement cost, up to a maximum of $65 per sidewalk square, and $11/ linear ft. for curbs, dependent on available funds.
    5. PLEASE NOTE: Reimbursement may take up to 30 days to process, and are contingent on the results of the final inspection.

What should I do if water consistently pools on my sidewalk after a rain event?

• If you are concerned about ponding water on the sidewalk and it doesn’t dissipate after several hours, call 630-871-6260.
• The Village will inspect the site to determine the reason for the ponding water and identify potential solutions.

• Public Works fixes minor street and curb issues, like potholes or a severely deteriorated curb/gutter. The Engineering Services Department handles the annual large-scale pavement improvement program (Flexible Pavement Program), which includes streets, curb/gutter and sidewalk.

• The Street Sweeping Program in Carol Stream is managed and conducted in-house by the Public Works Department. We are committed to maintaining the cleanliness and safety of our community by regularly sweeping all streets to remove debris, litter, and pollutants that could enter the storm sewers.
