To apply for a liquor license in Carol Stream, the process begins with approval from the Liquor Control Commissioner.

- The applicant must submit a written application which includes a business plan to the Liquor Control Commissioner.
Receiving an Application ID
- If the Liquor Commissioner grants initial approval, the applicant will receive an application ID to proceed with completing the full application or renewal.
Completing the Application
- The full application must include details such as the name, age, and address of all applicants; citizenship status; business character; premises details; prior liquor license history; and a statement of legal compliance.
- Applicants must provide proof of dram shop insurance coverage of at least $100,000.
- This application must be signed by the applicant (if an individual) or a duly authorized agent (if a corporation or club).

A non-refundable application fee of $500 is required to cover processing and background investigation costs. An additional $150 fee applies for each extra individual or agent requiring investigation.
Approval and Licensing
- The Liquor Commissioner will issue the license only after all requirements are met, including background checks.
- Licenses terminate annually on April 30 and must be renewed at least one month before expiration.
