Carol Stream residents are served by Flood Brothers Disposal & Recycling Systems Co. of Oakbrook Terrace, Illinois, which has an exclusive franchise agreement with the Village to collect general refuse, yard waste and recycling from residents living in single-family homes and in multi-family rental communities.

Homeowners must phone Flood Brothers at (630) 261-0400 to establish service. Flood Brothers offers once a week curbside pick-up service of general refuse, recycling and yard waste. Residents will be advised of their collection day upon calling to establish their service account. You can also learn your pick up day through our Community Portal.
The Village health ordinance requires residents to place their refuse, yard waste and recyclables out for collection no earlier than 6:00 pm the night before your scheduled collection and no later than 7:00 am on the morning of your scheduled collection. Flood Brothers is not responsible for late refuse pick-up if the refuse is not placed by 7:00 am. Refuse must be properly containerized in bags or cans, not to exceed a 50-pound weight limit. There is no can limit as to the quantity of refuse you may place at the curb. Flood Brothers offers a 95-gallon toter for the use of refuse collection. If you wish to use this service, please contact their office at (630) 261-0400. There is an additional toter rental charge for this service per month. Any Flood Brothers toter that is damaged will be replaced free of charge, contact the Flood Brothers' office to replace a broken or worn toter.
Begins First Full Week in April, Ends the Last Pickup Day of November
Residents may place yard waste in 32-gallon cans or yard waste paper bags. Yard waste cans or bags must be affixed with a yard waste sticker and cannot weigh more than 50 pounds. Yard waste items include: grass clippings, leaves, branches, brush trimmings, garden trimmings, vines, garden plants, flowers, weeds, tree droppings (pine cones, ornamental fruit) and other types of organic waste from the cultivation of a lawn, vegetable or flower garden, trees and shrubbery. Sod, dirt, and holiday greenery are not considered yard waste.
Each year from approximately December 1 – April 1: compost facilities are closed and yard waste is collected in general refuse containers. You may purchase yard waste stickers at the following locations:
- Carol Stream Municipal Center – Temporary Facility 505 E North Ave.
- Police Records Bureau– Temporary Facility 505 E North Ave. (after hours & on weekends)
- Jewel Foods – 750 W. Army Trail Rd. (Heritage Plaza Shopping Center)
- Valli Produce – 155 E. North Ave. at Bloomingdale Rd. in Glendale Heights
- Butera Market - 998 W. Army Trail Rd.
- Caputo's Fresh Market - 520 E. North Ave.
Any senior citizen at least 65 years of age living alone or with their spouse in their principal residence will be eligible for a discount off the monthly refuse rate. The contractor will process all requests for discounted; senior rates through an application requiring a current/valid picture identification that lists the birth date of the applicant/homeowner. Phone Flood Brother's Disposal Co. at (630) 261-0400 to request an application.
Discounted leaf stickers must be affixed to yard waste bags or 32-gallon cans containing only leaves. Leaf sticker collection is the last 3 weeks of October and into November. Do not use fall leaf stickers for regular grass clippings, as they will not be collected. No yard waste will be collected without the proper stickers affixed to your bags or cans.
Free Fall leaf collection will be the third week of November (Mon–Wed and Fri–Sat). Residents may place an unlimited amount of leaves in commercial yard waste bags or standard 33-gallon refuse containers for collection at no charge. Leaves placed at curbside cannot be mixed with other types of yard waste such as grass, sod, or twigs and branch material or the load will be rejected for pick-up. Leaf stickers are not required to dispose of leaves during this week! Please leave containers free of lids for easy identification.
All other types of yard waste set out at the curb during this week must have a yard waste sticker.
Branches need to be in bundles no longer than four feet and no larger than two feet in diameter. Each bundle must be affixed with one yard waste sticker. Brush and logs cannot weigh more than 50 pounds and cannot be longer than four feet or wider than two feet in diameter. Brush and logs placed at the curb must have a yard waste sticker affixed to them.
If a holiday falls on a weekday or a Sunday, and your regularly scheduled pickup is on or after the holiday, your pickup will be delayed by one day. Friday customers will be serviced on Saturday.
Flood Brothers will not collect on the following holidays:
- New Year’s Day
- Memorial Day
- Independence Day
- Labor Day
- Thanksgiving Day
- Christmas Day
Holiday greenery must have all tinsel, ornaments, lights and nails removed before being placed out at the curb for pickup. Holiday greenery collection and pickup is free of charge the first two full weeks in January. Collection of holiday greenery the third week of January or after, will be billed as a bulk pick-up charge on your next invoice.
Bulk items are collected on your regularly scheduled collection day. There is a charge per bulk item; contact Flood Brothers at (630) 261-0400 for an estimate on your items. The following items are considered bulk items: mattresses, box springs, tables, chairs, bookcases, microwaves and other furniture.
There is no charge for the collection of white good items. The following items are considered white goods: refrigerators, stoves, washers, dishwashers, freezers, dryers, hot water tanks, air conditioners and furnaces. To schedule a collection of a white good item, contact Flood Brothers Disposal at (630) 261-0400 during regular business hours. White good items must be placed at the curb by 7:00 a.m. the day of your regular pickup.
The following items are considered construction debris: drywall, rocks, carpet, doors, paneling, concrete, lumber, cabinets and fixtures. All items must be placed in bags, boxes, and maximum 32-gallon containers and cannot exceed the 50-pound weight limit. Carpet rolls must be no longer than four feet in length and eighteen inches in diameter. Each roll is considered a container. For an estimate of a construction debris collection, please contact the Flood Brothers Disposal customer service department at (630) 261-0400 during business hours. There is a two-yard minimum charge for collection service.
Items such as paint, household batteries, pesticides, poisons, cleaning solvents, tainted gasoline, used oil and other automotive products are considered to be hazardous waste and should not be included in your refuse toter for collection. The supplied 65-gallon toter is Village property and is to be used for recycling only. Any recyclable toter that contains household refuse will not be collected. Pertaining to Residential Solid Waste (Ch. 9-1-4) Duty to Pay for Refuse Collection:
Any person occupying a residential dwelling shall be required to dispose of solid waste generated through the approved municipal solid waste franchise system and shall pay the rates and charges agreed to by the village in a franchise agreement. Residents may not cancel service or make alternative arrangements for disposal of their refuse that may include illegal transfer of refuse from a resident's property.

Flood Brothers Disposal & Recycling Company will bill for services three times per year: January, May and September. Each bill represents a four-month period. For example, your January statement will cover from January 1 through April 30. Payments are to be made within 20 days after receipt of the statement date. You may incur a finance charge if the payment is not received by the due date. Village of Carol Stream residents with active Flood Brothers services may direct their complaints or inquiries to Flood Brother’s customer service at (630) 261-0400. Missed pick-up complaints will be investigated and when valid will be rectified within 24 hours of receiving the complaint. Complaints about broken glass, dropped garbage or other service concerns that are found valid will be handled within 24 hours of receiving the complaint. If a resident is unable to find resolution with Flood Brothers Disposal they may contact the Village at (630) 871-6250.
